In practice it is not the case.
Advice Agencies and Citizens Advice Bureaux work very hard to try to ensure that vulnerable people do have a way of accessing justice through a mixture of "Legal Aid" (publically funded work), funding from local authorities and charitable donations and by using pro bono volunteers.
Receiving the legal advice they need makes a huge difference to these people's lives, reducing debt, poverty and homelessness, and combating discrimination and injustice. You can see some examples of how individuals, families and communities have been helped here.
